commend itself to me because there was no Officer avail-

able to act for him as Assistant Land Officer, and for the

fellowing considerations:-

Theware at present two heavy

actions pending against the Government: one in connection

with the cancellation of the contract of the Chinese Con-

-tractor for the construction of the Kowloon Reservoir on

which I will address you in due course in a separate

Despatch, the other arising out of the claim by the Coloni-

-al Government against the Electric Tramway Company for

interference with the Government Telephone system which has

formed the subject of previous correspondence.

Mr. F. B. L. Bowley has for some

time past been intimately connected with both these

matters which are of a complicated nature, and in view of

the large issues involved I have on the advice of the

Attorney-General deemed it desirable to retain the firm of

Dennys and Bowley in these two actions on the understanding

that they will be paid their ordinary solicitors' taxed

costs from the lat. January, 1911, and that they will also

be allowed any costs which may be recovered from the other

side for all work done by the Crown Solicitor in these

actions
